ROAD TRAFFIC OPERATION AND MANAGEMENT
1.0 Introduction
Transportation as an activity is critical to human lives as it forms the basis of all socio-economic interactions. In fact, without effective transportation no two separated areas will ever interact without a viable means of mobility. Thus, Plateau state requires an efficient traffic control and management system to support her socioeconomic activities effectively.
As observed in many developing countries, shortfalls in transport facilities remain a norm and as such efficiency is largely hampered. Poor and adequate infrastructures and facilities including the lack of trained human capital to manage from end to end of the transport and traffic chain has also remained a challenge in developing countries, Nigeria being not an exception. Other problems identified in the Nigerian transport system are inadequate commercial vehicles, poorly maintained motor vehicles, congested roads and other traffic externalities.
The need for commuters, goods and vehicular traffic to get to their destination in a safe and secured manner cannot be overemphasized. Access to quality and affordable road transport and traffic systems is usually through government agencies saddled with the responsibility of traffic management and control. For such an Agency of government to be in a position to discharge its functions professionally, they must be given the right training. At the inception, the Nigerian Police Force through its motor vehicle traffic division was in charge of motor vehicle traffic control and management and also motor vehicle administration across the length and breadth of Nigeria but with the coming into effect of the 1999 constitution of the Federal Republic of Nigeria (CAP 548, 118, 115, 116), the regions and the states were given the right to manage and control matters relating to road traffic within their locations.
Road traffic control and management is essentially aimed at managing vehicular, human, and other elements/factors connected with the traffic system of a given area. It also includes traffic demand management, information gathering/analysis, monitoring/evaluation, accidents mitigation and management, improving traffic flow, safety, reduction of traffic emission and utilizing traffic artery capacity more efficiently. It is a major instrument of government used to determine the demand for transport for different purposes, traffic volume/assignment/trip generation and distribution, regulating traffic operations, enforcement of traffic rules and imposing sanctions for violation.
This course therefore is designed to carry out an overview of an evolutionary trend of traffic control and management in Nigeria, appraise the emerging functions/powers of the state and analyze traffic regulation, prohibition and restriction regimes. The course will also acquaint officers charged with the function of traffic control and management with the skills to undertake most profoundly the tasks concerned with of traffic control and management. Other areas to be given attention are but not limited to road network analysis, traffic control method and techniques, road traffic intelligence, traffic enforcement approaches, road traffic law and many more.
It is our professional conviction that at the end of this course, traffic officers in the state would be able to discharge their functions efficiently to the citizens while the government will receive a well deserved praise for coming up with such initiative.
2.0. OBJECTIVES
The objectives are to:
- Carry out an empirical overview of the Nigerian traffic environment, control and management of the system.
- Acquaint the Traffic Control and Management Personnel with the relevant traffic laws in Nigeria and those that are of utmost concern to the state.
- Make participants to acquire the knowledge and skills required for traffic control and management in urban and city areas.
- Analyze both human and instruments required for traffic intelligence.
- Identify and demonstrate to participants the various components of motor vehicle components requiring attention for a safe and secured traffic operations
- Analyze to the understanding of participants traffic system and human behavior including the psychology of man-machine relationship.
- Introduce best approaches to traffic law, fines and penalty for violation.
- Equip participant with functional knowledge for traffic data collection, collation, reporting and method of analysis for decision making.
- Demonstrate through a board game (Road User Friendly game) road traffic education and safety.
3.0. METHODOLOGY
The method we shall adopt to deliver this course includes: classroom contact, paper presentations, case studies, simulated demonstrations, team challenge and force field.
